Well, when? these mainly foreign calls from con-merchants, purporting to be some firm or other?

this has been covered in many posts as it name suggests these calls purport to come from genuine numbers and normally using VOIP so there is nothing BT can do to stop them. you could buy a call blocking phone which many others have done with success
