BT FTTP installed but final pole not terminated

Fiber has recently been delivered to my village but the last telegraph pole to be done has been left with the fiber cable coiled up and unterminated. Is there a reason for this and when could I expect FTTP to be available. It's been left for 3 weeks. Seems like an awful lot of work done to just leave and not connect?

Probably waiting for some kind of Civils Work, clearing a blocked duct maybe.
