Cannot "continue"

So the web protect blocking thing page never asks me to allow cookies, So I'm unsure how to enable cookies for the webprotect redirect page? how do i enable cookies on a site (domain really) that I've not yet visited? The site owners are not maintaining the site, it's legit, not ecommerce, but just a old website.

It's probably blocking the site because it's security certificate has expired

That's what I suspected.

to be more specific , I was less interested in visiting the site, but managed to work out that it last got updated in 2018, which covers it.

how do users get past this kind of assertion?
