Norton Password Manager

I have changed mobile handset and have added it as a device to my norton subscriptions via managing BT security pages but can't seem to add password manager as a separate subscription now, not sure why as it's supposed to be all included. When I try to login to password manager app on phone, I'm stuck in a login loop where norton doesn't recognise my BT email address and when I try login via service provider, it asks for a 13 digit code that I don't have. I've tried logging in without a password, and it says it's going to send a verification code to my (bt) email address but nothing arrives. I don't understand why the new device is showing on my account and I can see the new cyber security subscription but I can't add the phone as a device for my password manager, either on desktop or on app versions because I can't get passed the norton account hurdle, it doesn't recognise me at all. I've spent hours on this and got no where. Hope someone can help please because this is driving me crazy. Thank you.
