What is this box outside my house for and can it be moved/removed?

We have a new wiring box from Openreach for our full fibre but there is a very old BT box outside, which contains some old wiring (some that have been cut). Can this be moved/removed?

I can't add a photo of the box, which is unfortunate!

Are there any wires that have not been cut, not if so where do they go?

Two wires come out of a tube going underground. One goes to next door and the other is an old one used for the old landline etc.

I don't suppose your neighbour would be too impressed with you cutting the wires for his service.
