From experience this is because you are in a block of flats. The whole block needs to have a connection and its expensive. if you can convince more residents to ask for fibre then it may become possible.

Moving into a rented flat in a relatively new build (approx 3 years old), no service provider is able to offer fibre to the building whilst the rest of the street have fibre and are able to place orders for gigabit network to serve their property. Doe anyone know why this would be and what I would have to convince the property manager/landlord to do in order to get fibre to the premises?

this is a forum for BT Retail customers. you need to raise your problem with your landlord and/or your selected broadband provider as only they can help you
