      <description>&lt;P&gt;Also depending on the situation, if there is already a working circuit, time is required to allow the existing ISP to contact their customer with the sorry to see you leave communication incase it’s a slamming attempt or mistake, and if it’s a new provider ( new line ) then a delay is built in incase the customer decides to cancel during the cooling off period&lt;/P&gt;</description>
