BT/EE Stalling/blocking traffic - VPN Fine

I have a work website which displays lots of small images on one page. They are taking over 10 secs to start downloading and when I check the developer option in Chrome and check the network, the requests are 'stalling' for 10 secs. I have tried this both on my BT Fibre Account and also tried tethering to my iPhone which is EE. Same result. I have tried several different PCs/Macs all with the same result.

Another colleague alerted this to this issue and their ISP is also BT.

The reason I believe it is a BT/EE network problem is that when I connect using a VPN, I have no problems.

I am stuck and don't know how to raise this issue with BT.
