Open reach have mixed up flat number

Hello..
I just moved into flat number 16 and I have no broadband or ONT connection. But when I try to register with fibre providers they only offer me the replace an existing line service and then refuse to connect. I checked and my neighbour at number 16b has open reach network to their flat, when I enter their address into the system they are offered a new installation..
I can only assume my neighbour is using my line at number 16.
Should I sign up for their line and the get it switched?
