How to contact BT/Openreach to have FTTP cable reconnected to wall?

Hello, we recently had some house work done and the builders have stupidly and unnecessarily decided to un-clip the external black FTTP cable from the wall. They have refused to clip the cable back to the wall, as they've said we need to contact BT/Openreach to get them to arrange an engineer to come and fix it.

Our service still works, but I am concerned the tension on the cable could cause it to break or snap as it enters the property.

I have tried calling 0800 587 4787, 0330 1234 150 and 0800 783 1401 and I cannot get through to a human on any of the options that sound even vaguely relevant.

This would be chargeable from Openreach. If you can not do it your self or get the builders to re clip it you should just get a local electrician to do it for you.
