BT prices for sim only are considerably cheaper than tge same plan on EE. Can I upgrade from EE to BT

Perhaps I phrased my original question wrongly. If I login through my BT account it's £10.80 for a 12 month contact sim only 20gb a month. Through my EE account the nearest equivalent is £23 for 25 gb. What I want to know is if I can take advantage of the offer through my BT account by upgrading?
