Partner content missing so cannot add xbox pass from my upgrade

So have upgraded and got 12 month Xbox live as a gift. I have read the other threads and I also dont have the partner content section under manage broadband

I do have 2 accounts listed when I log in - one from years ago and the current active one. So I guess thats the issue with mine. Can someon look into this and remove the old account??
