Cannot send an email as deemed spam or phishing

Hello gurus,

I have sent emails to one group of clients regarding an increase in fees for my business with no issues; another group of clients generates a refusal to send as my message is deemed as a scam / phishing email (but is basically the same as the successfully send message to another group - the only change are the [currency] changes,

Any suggestions would be appreciated.
