Too many messages (2.3.2.3)

Hello

I am getting this error when trying to send messages via Thunderbird. I can receive message OK. The full error message is actually -

Sending of the message failed.
An error occurred while sending mail. The mail server responded: Too many messages (2.3.2.3) from 2.219.52.208. Please check the message and try again.

Earlier I was helping a friend who was having problems sending and receiving using the new Outlook app on Windows 10 (formerly Windows Mail). A lot of test messages were sent as a result of this which I am thinking have led to this error.

Been on to online support but that went nowhere. Don't really want to waste more time calling them so reaching out here instead.
