'Two-step authentication is currently OFF', yet is on.

I switched off my two-step authentication a few months ago. Since a couple of days ago I suddenly can't log in anymore without being send a verifying passcode. When I check my settings it still says 'Two-step authentication is currently OFF'.
At the same time as this started to happen my bookmarked login page to my emails has stopped working. Now the Secure Authentication login page takes me to the My BT Home page, where I click the Email tab, from where I need to sign in again with the two-step authentication.
It looks like changes have been made that need some tweaking by BT, ie. have accounts with two-step authentication switched off not having to go through the two-step authentication process.
