Digital voice and Mobile Phones

I live in an area where I don’t get a reliable mobile phone signal (despite what the various area coverage maps may claim). If I get moved to Digital Voice and there’s a power cut I’ve effectively lost phone access. Can I delay my switch over date until as late as possible?
