Home Essentials with DV - are Premium Numbers barred by default?

My mother is on Home Essentials product, with BB and Digital Voice. She appears to be barred from dialling Premium Numbers. Is that on by default with Home Essentials and is there a way to unblock it? Have looked online and cannot find any way to change/configure this. Thanks
