BT8500 Call Guardian not working?

I just recently acquired a BT8500 trio handset second hand (hand me down from father), I managed to reset the Call Control PIN and get into the Call Control setting. The base/handsets have all been wiped and back to factory settings, but Call Guardian just doesn't seem to work? It's definitely set to ON, I have set the Announce message, and that's also on... I don't get it, what am I doing wrong?

For info, I still have a copper phone line, haven't moved to digital yet (strongly resisting at the moment due to poor broadband speed and poor mobile signal in the area for those who may question why!)
