You would have to complain to Openreach, its probably one of their sub-contractors.

Overhead cables

Open reach have installed 2 cables while I was away. Both are for neighbours property’s. I have an upstairs balcony and the first cable runs right over the top, which will impact putting up a parasol and is only 2 feet from the wall. Second cable is actually running through my gutter before going off to next door. Surely this is not acceptable and what can I do to get them moved?

It’s not just Openreach that put up cables from Openreach poles , if there is an Alt Net that uses PIA ( physical infrastructure access ) in your area , then as well as definitely not being anything to do with BT it may not even be Openreach either , if you know what property these cables were provided for , it may be worth asking the occupants who they asked ( used ) to provide service before you complain to Openreach .
