Private Road Wire

I live on a private unadopted road.

The phone line to my property is getting entangled in trees lining the road

Whose responsibility is it clear the trees away from the wires

Reluctant to do it myself for fear of damaging the wires

On an private road, normally the residents. Or they pay someone to do it.
