Who deals with issues surrounding the BT pavement plates that have the cables underneath with regards to water pooling around the BT pavement plate?

Openreach own the manholes, its nothing to do with BT Retail.

If its a problem with the footpath not being level, then your local council.

It's not about it being level, it's more about it not having the proper drainage on the surrounding area.

The bad thing is when water spouts up. Worse still when it contains sewage.
