problem with openreach returning to complete job

openreach engineer dug small trench to enable fibre optic cable access to property. A few weeks later another engineer fitted cable and said that they would return to concrete over the gap. I waited a couple of weeks before e-mailing openreach whose insurers sent me a form asking me to get a quote for a claim along with photographs an upload of my passport and last bill. I phoned to ask why and he said the engineer was incorrect to say they return to complete the job it is now a property damage claim even though there's no property damage. Is it normal practice for openreach to half finish a job? the engineer was very inexperienced did not know how to connect my phone to the broadband and my smart tv does not connect so in a worse position than when I started.
