Error 403 Forbidden suddenly appearing on a website

everything was working fine until a couple of days a go a website that i regulrly use came up with the following message . Looking online ive done a number of things - removing cache , history , flush DNS etc but nothing works. The only way I can access the site is to come off Wifi and use mobile data . I contacted the site owners and they told me that this would be because i am ccessing the site via VPN and /or Proxy - i am pretty sure i do not have a VPN connection . Anyhelp would be appreciated
