1, I'm on copper ADSL at the moment will everyone need to switch to fibre for the new VOIP phones and is there a installation cost for VOIP?
2, it looks like I have a fault on the BT socket as I have run speed tests on my ISP but am only getting 1mbps is it free to get this fixed or would this automatically get fixed when BT fibre is installed

Are you a BT customer ? this forum is for BT customers with BT services.
1 - Digital Voice requires a small amount of bandwidth, so ADSL will be ok if you have 1 mbit, other providers will have their own ways to deliver calls when the PSTN is switched off, each provider will inform their own customers of the options.
2 - Openreach own and maintain the network, anything up to the master socket (NTE) is covered by Openreach, anything that you install or connect is your responsibility, if the fault is caused by something that is Openreach's responsibility, the fault is repaired free of charge.

Would a BT speed test be needed first online before an engineer is sent out, and if theres no fault would the call out still be free?

Which version of the BT hub are you using? Can you post connection stats?
Check for line noise from test socket. Dial 17070 option 2 should be silent and best with corded phone
