Our connection keeps cutting out and when connected is about 0.4-0.5 which really isn't enough to do anything very well.
We are on rural line and don't expect much - normally something around 1 - 1.5, which is bearable.... just.
I am connected directly to the hub with ethernet cable and directly to the master socket with the face plate off.
Please help

Noise on the phone line is the usual cause of poor speed. You can check this yourself using a phone.
Hi Keith - yes that was resolved by replacing the socket face plate.
I have just done a quiet line test and it is hissing and scratching very badly
How do I proceed ?

If there is noise on the line, then you need to report it as a noisy phone line. Do not mention the broadband problem, otherwise it will end up in the wrong fault queue, and take much longer to be fixed. There are plenty of people who can fix phone faults, but not as many broadband people.
Once the phone fault is fixed, then the broadband will get better.
