okay i'll post a screenshot and let you know how it is in 4 days...
The hub has just restarted itself after 5 days stable at 08:25 today and the downstream has shot up and the down noise margin is now 15.0 dB. Much, much better than what it's been, infact the highest it's been since it dropped a year ago, thanks a lot John for your valuable advice, wish we knew this before but better late than never. We will now keep the hub switched on all the time.
Should we see even more of an increase in speeds over time or are these stats the peak of it's max performance?

@Kev2 Thanks for posting back with the update, those stats look much better now and I would recommend you stick to John's advice and not switch the hub off as this is likely to have caused the issues in the first instance. The speed is well within the limitations of your line according to the wholesale estimate you posted previously but if you keep a stable connection the noise margin may drop even further ideally to 6db and this would help improve your speed.

it's been at 13.62 Mbps for most of the day until about 5 pm the hub restarted it self several times in a couple of hours and now it's gone down to 3.255 Mbps the upstream has decreased as well, please help. Please see an updated screen shot below:
