High ping rates, packet losses

Hi, on my broadband I keep receiving many packet losses which leads to high ping rates how would I fix this? 

I have had also four engineers who have to try fix my internet issue everyone they fix it on the day then for the next two days for my internet still to have a problem.

So my internet is going from 20ms to 23ms then to 80ms then sometimes to 100 ms.
