The line seems banded, given the large difference between connection and attainable rate.

How long has your current connection been active? Have you experienced an unstable line recently?

Ive had the connection since march 3rd last year which is a second line into my property and for the first month sync'ed at 8mbps. The first line doesnt have this problem and is sync'ed at around 8-9mbps down and 1.-1.3mbps up constantly and my line's been stable for a while so i don't understand why it's so low.
