We are on a copper broadband line and have always had very low upload speed. After many hours on the phone to BT, repeated engineer visits who check the line and say it's fine, we are still none the wiser.

I assume that you are fed from a cabinet on a long cable, as your upload speed quoted is too great for an ADSL connection from the exchange.

It does appear that you are on ADSL.
There is no way you would get anything higher than about 1.1Mbs connection speed, so I am not sure where that speed tested figure came from, but the BT speedtester does sometimes give odd results.
What you are getting at the moment is about right, assuming a connection speed of about 1Mbs.
Can you display the actual connection speed, as shown on the BT Home Hub?

The information contained within your router management pages can really help others diagnose technical issues. To post these stats, open up a web browser and type 192.168.1.254 or BThomehub.home. Navigate to the 'Troubleshooting' Tab and then click on 'Helpdesk', you will then need to enter the admin password which can be found on the sticker on the back of BT Home Hub 4 and 5. BT Home hub 3 will have the sticker on the underside of the router.
When using a Hub 3, you will see an option at the bottom right hand corner to select 'full details'. click on this, copy the info displayed and post the results. If using a BT Home Hub 4 or 5 navigate to 'Troubleshooting' then to 'Logs'. You will then find two lines which will state 'DSL noise margin' and 'DSL line rate', copy this info and include this in your post.
If you are using the BT Smart hub you can get your connection stats by, Opening a new web browser on your connected device and type 192.168.1.254 or bthomehub.home into the address bar. This will open the Hub Manager. Click ‘Advanced Settings’ and then ‘Technical log’

Difficult to read, however you are only showing a connection time of 2hrs 28 mins, why is that, are you getting disconnections?
Your actual upload speed is about right for that connection speed.
what a great connection - you must live next door to the exchange you have about as fast down/up speed as you can get on adsl
downside being probably connected to exchange there is no fibre available
