Slow Internet Throughout the Day

For the past 3 or 4 years now, our internet just hasn't worked properly. What I mean by that is, for hours on end, throughout the day, it will slow to about 0.04 mb/s upload and and 0.08 download. The latency is about 1000-2000 during this, and obviously it makes any internet takes out of the question.

 

It has been worse in the last few weeks, I havn't used my home broadband in 3 weeks straight, relying solely on my mobiles H+ network, which is faster. I believe it's exchange congestion causing this, as we live in a village with one of the last 20CN exchanges left. I've heard BT's contention ratio's are poor, and I've even heard that they consider links of 10-20 mb/s acceptable to be used by up to 500 people. What I'm going through is unacceptable though, I have had to spend alot of money on mobile data to complete my work from home, and to think we are paying more than some fibre optic customers for my advertised "7-8mb/s" range. Also, BT have gauranteed me a minimum of 3.5 mb/s, which obviously I'm not getting at some points in the day, so I'm not sure if there's anything legal that can be done about that.

 

Anyways, I'll leave it up to the experts to figure out, obviously if it is exchagne backlog then there's nothing I can do about it, although I have flagged this up to BT in the past and they respond with the usual "Oh it's under capacity 25% blah blah blah" stuff. Also, before you say it might be my high noise margin, we've had that reset in the past, it doesn't fix anything, internet is still unusable.

Forgot to say, I did try the BT Wholesale test on my home broadband, but it wouldn't load the webpage, I'll try again in a minute.

You have the maximum connection speed for ADSL MAX until you can post the wholesale speed test using a wired connection it is hard to help you further your noise margin would have no effect on you connection

 For your connection, the acceptable range of speeds is 0.6 Mbps-7.15 Mbps.
 Additional Information:
 Your DSL Connection Rate :8.13 Mbps(DOWN-STREAM), 0.45 Mbps(UP-STREAM)
 IP Profile for your line is - 7.15 Mbps

 

Well, these are the results I got, obviously something went wrong because there's no way I could get 37.8 mb/s download and 0.00mb/s upload on an ADSL line, hopefully that shows that something is VERY wrong.
