I am on an "exchange activate"/IPStream line capped at 512Kbps.
I believe that my excahnge has been finally upgraded to WBC 21CN but I am still only get half a megabit download speed.
Is there anything a moderator can do to expedite my migration to ADSL2+?

I have ask mods to see if they can get you upgraded and they will post here
the info looks odd though you are showing max speed applicable to adslmax but checker shows adsl2+ available and with your attenuation I would expect far higher speed see what mods can do
