Why is my upload speed *5 my very slow download speed?

My download speed has become very slow in the last couple of months. 0.21mps in the morning. It used to be 2.5mps. The upload speed is 1.02mps which is about the same as it has always been. The problems seem to have started when work was carried out installing a new broadband cabinet nearby. Basically its completely unusable in the evening 1. @Cripper2 I'm sorry about the problem with your download speeds.  Can you post your router stats and we'll take a look?
