It is proposed that all customers will be treated equally from now on.

Can't see the BT customer seeing too much difference, from what I have noticed with those using other ISPs.
In fact some of them seem to get better treatment, and results!
What will this mean for my broadband package, which is tied in with my phone package?

Nothing at all, they both rely on the line that BT rent from Openreach, and resell to you.
The new Openreach may be a separate company from BT Group, but it will be 100% owned by BT, BT will set its budgets, and BT will collect any profits it makes.
