There is no set time scale. It can take months depending on a variety of things all coming together.

If you stand beside the new caninet can you hear the fans. If so then activation close if nothing then not ready yet
It may be he was connecting the power but in my own case there was weeks between power installed and activation. If fans working them my cab was live in less than a week

It can take some time for a FTTC DSLAM cabinet to be fully commissioned and set as ready to accept FTTC orders.
