Are these error rates normal

I recently got upgraded to 21cn, and for the past 2 weeks I have had drop outs. I found the source of this and it seems to be ok. However as a result of the drop outs my line speed is capped, so I have a few questions.

 

1. How long does it take for that cap to be removed.

2. What are acceptable error rates.

3. Does the max speed take noise margin into consideration?

4. If the cap is removed and my noise margin does decrease, what will I sync at?

My down attenuation is over 50db.

Since I wrote this thread I have got some more drop outs, is the occasional drop out normal?
