If it's a location problem, could your wifi/broadband traffic be communicated via a incognito service. There are a few ways that a mobile running on mobile data can be located and verified. I personally wouldn't go about factory resetting the PS4. Simply clearing the app's cache and uninstalling, followed by forgetting and creating a new network connection, then re-installing the app should suffice. Personally I would simply try switching the DNS server settings to 8.8.8.8 in the first place and see if that solves things.
