BT Digital Voice Question

Is this driven by Openreach or by BT and by Openreach will all ISPs using the Openreach infrastructure be forced to adopt it?

The reason for my question is could I avoid adopting it by switching to another ISP?

It is being driven by openreach and all isps will need to change to voip
