What are you using for testing? Try the Ookla CLI tool. The most reliable thing I’ve found.

Might be down to the speed tester you’re using. The BT wholesale one is wildly inaccurate , especially on Safari. 

just tried using the Ookla Speedtest app on a hardwired Apple TV   - getting around 800 down and 110 up..

@Forthay Thanks for asking.  I'm not really any further forwards; the process involves sending me a new hub, which arrived today and has had the result I expected; no change to download speed and a reversal of the upload speed upgrade back down to 50.  The firmware is currently v15 so I am expecting that to update overnight and hopefully then for upload speed to be back to 115 but I strongly suspect download will still be 300

Case Management are calling tomorrow but not sure when.  I believe the next point of contact is for the 'hub team' to connect and check the hub since they are very convinced the speed is arriving, the hub isn't dealing with it.  I am not so sure since I have a 3rd party router which displays the every same speeds [300/115] - so - it can't very well be the BT Hub in regards the download issue. [I have told them this but the fact goes unheard].

If the hub team can't resolve then I believe the networking guys get in on the act and will look at the pavement back to exchange.  I'm not super technical but I imagine the network must be segmented somehow and I wouldn't mind betting that somewhere there's a setting that's not getting updated.  Using fast.com my download does sometimes race momentarily to 400 but then snaps back to 260 before rising to 300.  When on the 250 package the speed test just settles immediately at 300 and stays there.  Looks like some form of throttling to me.

Thanks @danio1972. The description of your speed problem and comparison with 250 are very similar to mines except I’m definitely stuck on 51 upload. Both 250 (307/52) and regrade to 500 (506/78) were great for me until the 500 suddenly became 250 over night and I was told because it met the minimum requirement there would be no investigation. 900 has been underwhelming. I’m going to take the advice and try some ookla cli tests. Running the web (not cli) version I’m seeing 250/51 if I’m lucky.

@dwalker109@vram81- thanks for the suggestions.

I used the Ookla CLI tool and yes this is producing consistent results.

After a series of tests last night and today it's returning a consistent 250Mb Download and 51Mb upload.

These speeds actually lower than what I was on with Fibre250 and before seeing the drop off with Fibre500 and regrade to Fibre900.

An email confirmed the Fibre900 regrade had went through so I can only guess that email was wrong or there is fault somewhere.

My line performance currently remains at 300/50, case management had tested the line themselves without me being involved early this morning; they have pushed the matter onwards to what they are calling 'complex team' and have advised an up-to 7-day waiting time for response

I suspect I’ll be ultimately be in the same position @danio1972 , my problem is with the network team and not heard back again today. However, I’m an optimist so hoping it won’t be too long although maybe I’ll need to raise a complaint to get some case management help too.

@danio1972 I made another call to FTTP team to see what’s going on, a case manager called me back and asked for a series of speed tests (they like fast.com) with just one laptop connected directly with cable to the smart hub. Part of this was to rule out the Orbi we use as an access point.  After I gave the results (220/51) they said the fault would be passed to the Hub team to go in and check the settings (I’ve not changed any) and I’d get a call Tuesday. Anyway Friday afternoon heard the smart hub clicking a couple of times as if it was being rebooted and it was. No change in firmware - v0.17.01.12301-BT. However, Speeds now appear to be right ~910/125. I’ll try to get more details on what was done when they call back Tuesday to see if it helps others and in case I need them for future reference.

@Forthay That's great news!  I am currently still 300/50 after the Hub swap so I think I will now give a call and see if I can direct them to the 'Hub' team which was mentioned in my first conversion with the case managers over a week since.
