A quick Google search and found these. Whoever have the 10Mbps upload and slow download issue, have you tried any of these tips? Also could I ask if any of yous are using Powerline adapters? If yes, disconnect them and check speed again.
1.) Press Windows + l keys and search for Delivery optimization " -> click on " advanced options " -> Toggle "Absolute bandwidth" on
Also:
1 ) Try this, right-click on Windows start menu and go Settings.
Open Network & Internet
Select Proxy in the left panel. In the right panel, disable all options.
2 ) Disable Windows Auto-Tuning Feature
Open windows start menu and type: cmd
Right-click on " command prompt " and select Run as admin
Type this following command: netsh interface tcp show global
Look for the "Receive Window Auto-Tuning Level feature" , if it If it is displayed as 'normal' please deactivate it as follows:
netsh int tcp set global autotuninglevel=disabled
To set it back to "normal": netsh int tcp set global autotuninglevel=normal
Now check if the speed is ok.
3 ) Disable Large Send Offload
Right-click again on Start button and select " Device manager "
Double-click on your Network Card and click on the Advanced tab
In the drop-down list, select Large Send Offload V2 (IPv4) and set the value to Disabled
Do the same for Large Send Offload V2 (IPv6)
Click OK.
4) Check your dns settings.
Press Windows + r keys and type: NCPA.CPL
Right-click on your network card and select Properties
Select Internet Protocol Version 4 (TCP/IPv4) and go to Properties.
Checks if the 'obtain an ip .... and Obtain DNS server ....' box is checked on automatic. This must other on auto.
You can do a test with the google dns if you check Use the following DNS
Google's Public DNS addresses 8.8.8.8 and 8.8.4.4

Update. Seems crazy, but I totally disconnected all plugged-in USB devices, my HDMI connection, audio out to external speakers, disconnected the Ethernet connection again, turned on my wifi and BAM! 480+Mbps speeds! I reconnected everything, tested again and still had full speed down/uploads!! I rebooted, still have full speeds again....go figure.
After 35 years of computers, I still scratch my head at times......
Wow... I did this as well, turns out my TP-Link Bluetooth adapter was the problem (for some reason?) It limited my connection to 12mbps
10mb to 75mb instant

What SEEMS to have fixed it, is that I ended up uninstalling the device driver, rebooted and then ran my registry cleaner. I then installed the base line Windows provided driver, and then the latest drivers. So far, so good. Looks like a hairball got caught in the system...
