There's plenty of proof out there, you've just got to know where to look in the router stats!
Most people wouldn't notice the congestion on the line, unless using certain services such as NetFlix, or other streaming packages.
It's fine at the moment, but wait till after 6:00PM and the quality drops down from HD to Standard Def, sometimes even lower.
It used to be better with ADSL, but now that everybody seems to be jumping on the infinity bandwaggon, things are slowing down.
I also think that some of this maybe down to the IWF and their proxy servers, but I could be wrong on that so don't quote me.
It's the constant OoO packets that convince me something is causing congestion on the line.
