Hi Sorry for the inconvenience about the issue about unblocking the number through BT Call Protect. If I am understanding the issue correctly then there can be two reasons =
1. It is a Virtual Number which can not be blocked with any application. A Virtual number is a telephone number without a directly associated telephone line.
2. It can be a generated number created with certain applications - eg - Magic Jack.
These numbers are not possible to block.

What you have said is simply not true about blocking. VoIP numbers are effectively the same as any other number when they reach the recipient who can then block it themselves.
Your explanation about virtual numbers is correct, e.g. things like 0845 or 0870 calls, but these too can be blocked using blocking systems.
Call Protect should be able to block all of these calls if they are the same number.
The number range 01303 89 is allocated to BT and in a valid range - the called from number is almost certainly done by a VoIP system by the scammers, but there is nothing to stop it being blocked.
