Only your own line matters. Diff users will be diff distances from cab & therefore have varying speeds. Having a common router is irrelevant. It's just a device to make & measure the connection.

The DLM system has put you on a banded profile in response to past errors on your line. Your sync speed is being held at the top of one of BT's Banded Profile bands, altho' you now have no significant errors.
The DSL uptime is only 4 mins. Are you keeping discon'ing it, perhaps to swap between the 2 routers? Perhaps that's why. Leave it alone & it'll recover on its own in time.
