Have you contacted topcashback to see what they say as your money would come from them not direct from bt
Was yours through TopCashback as well ?
So you contacted TCB (easier to write) and they have said that BT told them you haven't purchased through BT directly so no cashback? But you have proof you have? So I would suggest you need to go back to TCB and state you have evidence.
TCB should (as you went via them) deal with this for you, not BT.

Please can you confirm if the first 3 letters of your order reference are AJM?
