The long and short: BTHub3 was unplugged for 6.5 hours (apparently the vacuum cleaner was more important) and now I have half speed.
Prior to unplugging:
Ouch. After seeing the new speeds, I power-cycled the Hub to see if it made a difference (surprise: it didn't).

What is the best course of action for me, other than a little cry and a cup of tea?

Have you tried connecting to the test socket with a new filter and see if that helps. With your current attenuation there is no way you could get the speeds you mention so suggest a line problem. You cannot get 1.5mb upstream on a residential adsl2 connection
Brilliant! I just swapped out the filter for a spare:

Upstream: 821.5 Kbps
Noise margin (Down/Up): 9.0 dB / 13.6 dB
Line attenuation (Down/Up): 15.1 dB / 6.6 dB
Output power (Down/Up): 20.0 dBm / 9.9 dBm
