Better broadband is coming

The below shows on Openreaches service checker, it's very vague, is there a way to find out the expected timescale for FTTC to become available? We are a block of 22 new build apartments. The developer didn't connect us to FTTP and the surrounding area all have fibre. Does this message normally mean weeks, months or years?

only openreach will know the answer to your question when FTTC will become available
