BT use connection /sync speeds in their estimates as download speeds can and do vary constantly

No one can tell you the reason why without an engineer investigation, however, as the service is still working within the expected range of speeds, an engineer visit is unlikely to be granted.

Download speeds vary constantly dependent on general internet activity that is why your sync speed to the router is used by all providers as that is the speed you actually connect to the exchange broadband equipment

The clue is in the technology.

ADSL is a rate adaptive service, and thus, speeds will vary and is the reason the Wholesale DSL checker provides a range of speeds for any given line.

I've experimented with 4G broadband and I'm getting 8 times the download rate and 25 times the upload rate as I was getting with the BT fixed line so my way forward is clear.
