I not 100% sure you will have to pay as its a new install and comes under the 90 day rule for the infinity part of the contact as long as it reported with in 90 days of acitivation.

I know it's quite upsetting that you sort the phone and broadband in advance of a move and the tell you 60Meg and you find its 20meg. BT then take ages to look at it (and the 14 days are gone and it will cost £300 to back out). With the customer service I have had over the last 3 weeks it maybe money well spent.
I would like to apologise for my rant at the start. Having spent 3 hours on the phone and a no show and possible £300 charge as you can imagine I was not happy.

Have you tried the quiet line test dial 17070 option 2 you should hear no noise
also have you tried connecting your hub to the test socket as shown in the picture this test eliminates any extensions and wiring and also any possible charges from Openreach should an engineer be needed

The call centre "experience" can test even the most patient person 🙂
There is a clear issue and once its flagged up to the Mods , who do know about 90 rules ect you should start getting somewhere.
I have it pluged directly into the test connection as shown I left it that way as we have 2 other connections (not used).
