I did get some advice from one of the moderators. Lets hope you now get it sorted.
If it’s a records issue with the ceased line not showing as 100% ceased, and the line is still physically stopped/unused, the good news is that when an engineer goes out they’ll likely physically re-use that line so it shouldn’t take as long as a new line installation would if there are no other spare pairs.
