Ah, I've written it wrong. I meant to say it's the speed at which you should get for your line length and other factors, it doesn't determine it, my bad.
Also the handback threshold is purely between Openreach and the ISP. It has no bearing on the service offered by the ISP to the customer. The ISP may take it into considerstion though.
