Constantly missing 2 hops when using TraceRoute.

I've noticed over the last week or so spikes of packet loss on my connection. I have the Smart Hub 2 router. When using tracert I've noticed It's constantly missing hop 2 & 3 - Then displaying a request timed out message. What is causing this? any help would be appreciated.

Hops 2 & 3 are either configured not to respond to ICMP packets or are not responding in time as they are treated as low priority.

I've noticed due to this sometimes when playing games or connecting to Discord there is a brief period of packet loss, then it resumes again. Is it due to missing the 2 hops? If so how can this be resolved?
